Ogle Kurukubaru

The location in which our plane lands is determined by the majority count of passengers who are destined there. After our initial landing, any subsequent flights to other destinations requires a minimum of 3 passengers destined to that location.

Example

Let's say our plane has 10 passengers — if 5 of the 10 passengers (majority) are bound towards Kurukabaru, then our landing destination is Kurukabaru. Any subsequent flights to other destinations in Region 8 would require a minimum of 3 passengers who are traveling there. If out of the remaining 5 passengers wish to go to Paramakatoi, 3 of them must be destined for there.
